Excerpts: The congressional committee system developed its greatest structural stability in the period from the end of World War II through the 1960s. Only one standing committee was added in both the House and the Senate. With the exceptions of but two Congresses the Eightieth, 1947-1949, and the Eighty-third, 1953-1955), the Democratic Party maintained control of both Houses. Moreover, membership was extremely stable, with more than 80 percent of members reelected from one Congress to the next. In the context of this overall structural stability, strong committee chairmen reemerged, including over 20 who served for more than a decade.
