Excerpt: Of these, USAID has the fewest tools to accomplish the last, and yet supporting fragile states is important for a number of reasons. Fragile states have the potential to create humanitarian disasters that dwarf even the greatest natural calamities: hundreds of thousands of people died in the recent tsunami in Asia, but more than 3 million have died in Congo in recent years, and 2.5 million have died in Sudan. At the same time, as the National Security Strategy of 2002 described, ?America is now threatened less by conquering states than we are by failing states.? This important foreign policy theme also underscores the importance of development, given the relationship between the failure of development and state failure.
