Excerpt: This final report consists of an executive summary and introduction, a specified summary of seven research reports already submitted to ESRI highlighting algorithms and issues of implementation as covered in the reports, recommendations, and appendices containing the original reports, flowcharts and GUIs (Appendix 1; Appendix 2). This introduction is divided into two parts: findings and recommendations, and a brief history of the project.
