PARA EXPLANATION OF CHANGE/REVISION PURPOSE CHAPTER 4 (previously, Chapter 54) FUNDS BALANCE WITH TREASURY, RECEIVABLES, ADVANCES, AND CASH MANAGEMENT 0401 Update policy to show separate account attributes to record collections, disbursements, undistributed collections and undistributed disbursements. Provide accounting transactions for undistributed collections and disbursements. Update 040203 Updated to clarify when a receivable should be recognized, (i.e., work, services, or materials provided in support of a customer order in an amount or cost greater than that funded within a reimbursable order do not constitute an accounts receivable). Update 040207.B. Updated to require Defense Working Capital Funds (DWCF) activities to notify the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)), Office of the Deputy Comptroller (ODC(P/B)), Revolving Funds Directorate when an allowance for loss on accounts receivable due from the public is established or reestimated.
