Excerpt: This Instruction implements the Defense Hotline QAR Program required by references (a) and (b), to provide oversight of Department of Defense hotline programs and to maintain the integrity of the hotline process ... 2. APPLICABILITY. This Instruction applies to The Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense (IG, D.O.D.), the Uniformed Services University of the Health Sciences, the Defense Agencies, including nonappropriated fund activities, and the D.O.D. Field Activities (hereafter collectively referred to as the “D.O.D. Components”).
